The first time this happened, I had just created a user in Dynamics GP and associated that user to an AD login.
What I needed to do was to continue the user setup, grant access to a company and grant the appropriate permissions (in my case I used Power User, because I'm lazy)
On a later install, we needed to run Utilities and then the Manage Web Client SQL Server login process.
